This is a large wand for spellcasting, calling the directions, smoke cleansing, smudging, clearing, and other rituals. It is made of rooster, crow, and peacock feathers. The handle is bound in lapis lazuli. It is about 12 inches in length and stunning.
In human origin stories from Southeast Asia, like some peoples from parts of the Philippines, a great dragon-bird planted us here on Earth in the same manner that humans plant rice.
